The 112th Congress, The GOP And US History

The 112th congress worked diligently on a quest to destroy the nation via destruction of the Obama first-term. Alas. they did not reach the Land of OZ.

How about a quickly look at the House of OZ?  If you remember the night of President Elect Obama's Inauguration a group of 17 members of Congress, lobbyist and GOP henchmen (Gingrich for one) met over dinner to plot obstruction to the Obama Administration.  It has been reported the group left the meeting in a state of absolute glee. And, their strategies contributed to following sets of information and data. First let's look at the GOP meeting from a PBS Frontline segment.

The Congressional session is made up of two years.
100 % of the members of the House of Representatives are up for election every two years. 
We elect during an even # year (November of 2010) and they take office in January of 2011 and they serve until Jan of 2013. 
That is a Congressional Session. 

Now the Senators are elected for a six year term. 
The President serves a four year term. So their term will overlap the Congressional Session. 
We count by the Congressional Session not by a Presidential or Senatorial Session. We are in the 112 Congressional Session.

ICompared to the national budget, the total of $4.74 Billion is a drop in the bucket, but even so when someone sees these salaries they begin to wonder why members of Congress are paid so much for doing so little to help the people who pay their salaries.
These figures don’t count the retirement plans or salaries paid to former members of Congress. If a member of Congress serves for at least five years, be it in the Senate or the House of Representatives, they receive full pay and health benefits for life. The figures for this type of pay are not easily accessible, as they are muddled in with private insurance and other pay wages.
The estimates for these benefits were between $500 million and $1.2 billion. That’s a wide range, but there are people receiving pay that are not former legislatures. The wives of prominent Senators Robert Byrd and Ted Kennedy receive a reduced rate of pay under the “survivor benefit” plan. They can still access the health benefits, but receive between 50 and 75 percent of their late husbands salaries.
This provides a rough estimate of $6 billion per year spent on Congressional pay and benefits.
Now, for a comparison that is as telling as the lowest Congressional approval rating in US History. 

The GOP, Right-wing money-grabbers, opportunist tea party leadership  and millions of disgruntled Americans contributed the the mess delineated above. Factually, it is even worse, as handing the GOP a "shellacking" in 2010, the electorate gave the GOP opportunity to 'gerrymand' themselves into maintaining the House in 2012. The Democrats in Congress received more votes than their GOP opponents, but crafty redistricting ensured the party on the Right retention of the House of Representatives.
The Examiner quotes data form 2010. We can rest assured congressional pay and benefits and all associated expenses were moderately higher in 2012. Thus, 240 bills passed in the House of Representatives is clear evidence of a concerted effort to stifle all efforts to recover our economy. Such actions contributed to millions of Americans losing jobs, suffering without healthcare, a national disgrace in a lowered credit rating, and in some cases literally living under the threat of a cut-off in unemployment payments.

In plain-speak, the GOP and conservative America has been on the 'right' (double entendre intended) side of all that is wrong in the nation since the election of 2000.  We will ignore the Reagan years, for now.

A man reported to have been working for the Republican Party of Virginia was arrested by the Rockingham County, Va., Sheriff’s Office on Thursday and charged with attempting to destroy voter registration forms by tossing them into a dumpster behind a shopping center in Harrisonburg, Va
“Prosecutors charged him with four counts of destruction of voter registration applications, eight counts of failing to disclose voter registration applications and one count of obstruction of justice.

This man does not only work for the Virginia Republican Party. According to an online profile, he appears to be working for the Republican National Committee and, prior to that, served as an Intern for Rep. Mike Kelly, R-Pa., in the U.S. House of Representatives.

-The President passed legislation to create jobs and supporting working Americans, including:

-A payroll tax cut for all working families, providing the average working family with a $1,000 tax cut in 2011.

-Expansion of small business loan programs to help small business access credit and create jobs.

-Initiatives to help veterans transition to post-service careers.

-Tax incentives for businesses that hire unemployed veterans.

The President's decision to provide emergency loans to the auto industry:

-Saved more than 1.4 million American jobs.

-Prevented personal income losses over two years of more than $96 billion.

-Helped make the big three (Chrysler, GM, and Ford) all profitable for the first time in years.

Public Sector Job Losses and Layoffs Send Unemployment Up a Notch

Before we start, I ask "which political party is responsible for public service job losses"?  Which party won in 2010 an immediately went about cutting public service jobs?  Which presidential candidate has criticized the Obama Administration for its commitment top hiring teachers, firefighters and police officers? The  three questions is rhetorical. If you watch news other than Fox News, you know the answer.

The jobs report for the month of July included great news the nation' job seekers. People accepted jobs at a moderately higher rate than anticipated.  An economy that needs good news, received good news for the month of July.

As is the case since the latter part of the Bush second term, no economic good news stands alone without shadowy blast of bad news.

While the economy improved by 163,000 jobs, public sector lay-offs and people initiating job searches 'did a job' on the unemployment rate. The rate increased by a fraction of a per cent and with rounding  inched up from 8.2 per cent to 8.3 per cent.

Republicans have exclaimed nothing shy of elation.  Mitt Romney exclaimed, ".....  a hammer blow" for the economy. A "hammer blow"?

The GOP works its political magic via the lack of attention via people who pay attention to party mouthpieces.   The magic includes complete avoidance of data that led to the minuscule increase in the unemployment rate (inclusive of rounding).  The magic means absolute avoidance of issues related to declining public sector jobs.  While the number of public sector jobs lost in July was 9,000 the job losses must be considered part of the unemployment and jobs equation. The 9,000 public sector jobs losses may not have left the unemployment rate at the previous two months 8.2 per cent; yet, when the per cent  increase involved  rounding numbers, one can wonder 'what if'. A few images of job losses and employment gains since late 2009 should help to illustrate the point. (see below)

Romney calls the Stimulus "wasteful".  The GOP refers to the stimulus as 'not working"? GOP campaign ads include the same phrase. Well, the Recovery Act did not to work to their political gain. McConnell's  clearly declared a wish to obstruct the president's initiatives; of course the party would declare in economy saving stimulus a failure.  McConnell actually expressed a wish for higher unemployment rates via significantly more job losses.  The following chart addresses the impact of the stimulus on private jobs losses.

Survey show results indicating Americans are sour on the US Congress.  Some survey results reflect approval ratings in the very low double figures while others show ratings in the single digits.

Would you like to see and hear why? I am going to embed a 16 minutes segment of last night's Rachel Maddow show, Ezra Klein in the host seat, addressing the 112th US Congress. If you watch the segment, and I highly encourage your viewing, please note you will not see similar segments on Fox News, nor will you see similar on CNN.  The segment is solidly grounded in facts, as Klein is known for his competence in fact based writing, reporting and analysis.

As you watch the segment understand that the Klein works the segment to a crescendo with two guest who know the US Congress as well as any living Americans. The two gentlemen are 'hawking' a book, but their perspective should not be discard as standard ' buy my book fare'. There was once a widely used corporate advertising theme that is almost impossible to forget.  "When E. F. Hutton speaks, the world listens".   I may have lost a word in the ad theme, but I captured the essence of the gimmick.  The Congressional historians are worthy of a listen.  Despite your political and social paradigm, a failing economy hurts us all. 

As you view the video, take special note of MSNBC's left screen shots of the 'kings' of Republicanism obstructionism. Also, note a comment toward the end of the segment related to, ".....we are under orders from high".

As we watch GOP pundits skillfully use talking-points in disparaging President Obama's performance in improving the economy, how is it possible Americans do not see the strategy? A 'kill' the administration strategy that started well before the president's inauguration in January 2009, and fully displayed shortly thereafter with McConnell's often quoted, "Obama a one term President". 
We live in serious times. We have seen elections stolen. we have been the victims of government via the GOP model.  The model goes back well beyond George W. Bush. We are looking at a rerun of that model with the election of Mitt Romney and a House controlled by the GOP.  A rerun that  Now, add another layer of horror on the scenario: a GOP Senate majority.

GOP Blocks "IN-SOURCE" Jobs Initiative

We have held off on commenting on the latest exhibition of 'obstructionism' from the GOP for sake of civility.  The blocking (refusal to bring for a vote) of President Obama's "Bring Jobs Home Act", was not supported because Harry Reid would not allow the GOP to amend the bill.  As you read the following from The Hill and CNN, ask yourself, what the hell the GOP would have placed in the bill that could have added additional value to the nation or helped to reduce 8.2 per cent unemployment.  Well, I may have just answered my own question.  Did I mention the prospect of reducing 8.2% unemployment?

If any bill works to reduce the nation's unemployment,  non-support from the GOP should be no surprise.  Support would contradict McConnell's pledge to make Obama a one - term president.  an unemployment rate that could ease downward to 7.2 % before November would almost guarantee elections loses in November. We will wager the unemployed who might benefit form a job shipped back from India or China, feel about the latest GOP act of obstruction.  

For those who know it takes many months for such legislation to yield results, we understand. There may not have been one job brought back to the States before the November Elections.  Now, stretch your brain for reason the GOP says, NO VOTE ON THE BILL".  


GOP senators block Dem ‘insourcing’ bill

Senate Republicans on Thursday blocked an "insourcing" bill from Democrats that would have ended tax breaks for companies that move jobs overseas.
The Bring Jobs Home Act also would have given a tax incentives to companies that bring jobs back to the United States. The measure failed to advance on a 56-42 vote, with 60 votes needed to end debate on the bill. 

Earlier in the week, Republicans also blocked the Disclose Act, which would have required the disclosure of campaign contributions of more than $10,000.

Republicans were considering supporting the insourcing bill until Senate Majority Leader Harry Reid (D-Nev.) said he wouldn't include any GOP amendments.

“At a time when millions of Americans are looking for work, I’m not sure what could be more serious than protecting good-paying, middle-class jobs,” Reid said. “This obstruction tactic is unfortunate, but it’s not surprising. After all, Republicans’ nominee for president made a fortune working for a company that shipped jobs overseas.”

The Bring Jobs Home Act would have created a new tax credit for companies that spend money to bring overseas jobs back to the United States, and eliminate a tax credit for companies that spend money to move jobs overseas.

The American Jobs Act (only one provision passed via Congress )

The following information relates to the American Jobs Act.  President's Obama's jobs bill which might have helped to ward-off the current slow-down in our economy.  When will the GOP and conservatives learn obstructionism is not good for the nation. After all, the economic health of the nation is far more critical to our lives than who occupies the White House.

The piece starts with comment about perception of the bill by a group of surveyed economists. The writer  also state , last fall,  the bill could help to ward-off a potential recession in 2012.  What year are we living through right now?  Has an improving economy slowed to slow-down form earlier in the year?  A rhetorical need to even think beyond resident the question.

President Barack Obama’s $447 billion jobs plan would help avoid a return to recession by maintaining growth and pushing down the unemployment rate next year, according to economists surveyed by Bloomberg News. 
The legislation, submitted to Congress this month, would increase gross domestic product by 0.6 percent next year and add or keep 275,000 workers on payrolls, the median estimates in the survey of 34 economists showed. The program would also lower the jobless rate by 0.2 percentage point in 2012, economists said. 

The plan “prevents a contraction of the economy in the first quarter” of next year, said John Herrmann, a senior fixed-income strategist at State Street Global Markets LLC in Boston, who participated in the survey. “It leads to more retention of workers than net new hires.”Economists in the survey are less optimistic than Treasury Secretary Timothy F. Geithner, who has cited estimates for a 1.5 percent boost to gross domestic product. Even so, the program may bolster Obama’s re-election prospects by lowering a jobless rate that has stayed near 9 percent or more since April 2009.

1. Tax Cuts to Help America’s Small Businesses Hire and Grow
  • Cutting the payroll tax in half for 98 percent of businesses: The President’s plan will cut in half the taxes paid by businesses on their first $5 million in payroll, targeting the benefit to the 98 percent of firms that have payroll below this threshold.
  • A complete payroll tax holiday for added workers or increased wages: The President’s plan will completely eliminate payroll taxes for firms that increase their payroll by adding new workers or increasing the wages of their current worker (the benefit is capped at the first $50 million in payroll increases).
  • Extending 100% expensing into 2012This continues an effective incentive for new investment.
  • Reforms and regulatory reductions to help entrepreneurs and small businesses access capital.
2. Putting Workers Back on the Job While Rebuilding and Modernizing America
  • A “Returning Heroes” hiring tax credit for veterans: This provides tax credits from $5,600 to $9,600 to encourage the hiring of unemployed veterans.
  • Preventing up to 280,000 teacher layoffs,while keeping cops and firefighters on the job.
  • Modernizing at least 35,000 public schools across the country,supporting new science labs, Internet-ready classrooms and renovations at schools across the country, in rural and urban areas.
  • Immediate investments in infrastructure and a bipartisan National Infrastructure Bank, modernizing our roads, rail, airports and waterways while putting hundreds of thousands of workers back on the job.
  • A New “Project Rebuild”, which will put people to work rehabilitating homes, businesses and communities, leveraging private capital and scaling land banks and other public-private collaborations.
  • Expanding access to high-speed wireless as part of a plan for freeing up the nation’s spectrum.
3. Pathways Back to Work for Americans Looking for Jobs.
  • The most innovative reform to the unemployment insurance program in 40 years: As part of an extension of unemployment insurance to prevent 5 million Americans looking for work from losing their benefits, the President’s plan includes innovative work-based reforms to prevent layoffs and give states greater flexibility to use UI funds to best support job-seekers, including:
    • Work-Sharing:  UI for workers whose employers choose work-sharing over layoffs.
    • A new “Bridge to Work” program: The plan builds on and improves innovative state programs where those displaced take temporary, voluntary work or pursue on-the-job training.
    • Innovative entrepreneurship and wage insurance programs: States will also be empowered to implement wage insurance to help reemploy older workers and programs that make it easier for unemployed workers to start their own businesses.
  • A $4,000 tax credit to employers for hiring long-term unemployed workers.
  • Prohibiting employers from discriminating against unemployed workers when hiring.
  • Expanding job opportunities for low-income youth and adults through a fund for successful approaches for subsidized employment, innovative training programs and summer/year-round jobs for youth.
4. Tax Relief for Every American Worker and Family
  • Cutting payroll taxes in half for 160 million workers next year: The President’s plan will expand the payroll tax cut passed last year to cut workers payroll taxes in half in 2012 – providing a $1,500 tax cut to the typical American family, without negatively impacting the Social Security Trust Fund.
  • Allowing more Americans to refinance their mortgages at today’s near 4 percent interest rates, which can put more than $2,000 a year in a family’s pocket.
5. Fully Paid for as Part of the President’s Long-Term Deficit Reduction Plan.To ensure that the American Jobs Act is fully paid for, the President will call on the Joint Committee to come up with additional deficit reduction necessary to pay for the Act and still meet its deficit target. The President will, in the coming days, release a detailed plan that will show how we can do that while achieving the additional deficit reduction necessary to meet the President’s broader goal of stabilizing our debt as a share of the economy.
The American people understand that the economic crisis and the deep recession weren’t created overnight and won’t be solved overnight. The economic security of the middle class has been under attack for decades. That’s why President Obama believes we need to do more than just recover from this economic crisis – we need to rebuild the economy the American way, based on balance, fairness, and the same set of rules for everyone from Wall Street to Main Street.  We can work together to create the jobs of the future by helping small business entrepreneurs, by investing in education, and by making things the world buys. The President understands that to restore an American economy that’s built to last we cannot afford to outsource American jobs and encourage reckless financial deals that put middle class security at risk.
To create jobs, the President unveiled the American Jobs Act – nearly all of which is made up of ideas that have been supported by both Democrats and Republicans, and that Congress should pass right away to get the economy moving now. The purpose of the American Jobs Act is simple: put more people back to work and put more money in the pockets of working Americans. And it would do so without adding a dime to the deficit.

Frankly, it takes a heartless feign to grab millions as a vulture capitalist.  If you do not believe Romney is a heartless vulture capitalist, ask Gingrich and Perry.  

You have to remember, the result of Romney killing this man's life, know that Romney sold the majority of nine mansions.  Also remember, he closed many of his offshore bank accounts, because he said, "it just did not look good."

From day one of his administration, President Obama has been working not only against a horrid economy, the GOP has serve as a second wave against progress in the nation.

Freshman GOP Congressman says GOP "waste time on this stuff"

Remarks from  a freshman GOP Congressman....
"Those of us who are pro-life should demand more from Congress," he wrote. "While we waste time on stuff like this, genuine legislation to protect life is ignored." 

Asked on his Facebook page why House leadership decided to suspend the rules for the PRENDA vote, Amash replied that "Republicans want it to fail." The bill did fail by a vote of 246 to 168.

".....the Prenatal Nondiscrimination Act (PRENDA), which would have made it a federal offense for a doctor to perform an abortion that was motivated by the gender of the fetus. The House voted on the bill under suspension of its rules, which is a procedure normally reserved for noncontroversial legislation because it requires a two-thirds majority to pass a bill."

Huffington Post POLITICS reported on Facebook remark on the page of Republican Congressman,  Justin Amash (R-Mich.), a freshman known in Congress as "Mr. Facebook."  Amash's comments were focused on fellow members of the GOP House who he alleges legislative politics during a time when meaningful legislation could constitute time better spent.

Amash will certainly catch the wrath of those in his party who practice obstructionism and 'silly' politics under the cover of '....make Obama a one term president".  The GOP, to the member of Congress would never admit to "a cheap political shot at the president" (silliness).  

An, just think, the GOP campaigned on "Jobs, Jobs, Jobs".
